
Image-Based Abuse Legislative Bulletin

This legislative report offers crucial guidance for states looking to improve their laws addressing Image-Based Abuse (IBA): crimes involving the nonconsensual creation or distribution of sexual or intimate images, which inflict devastating, long-lasting trauma on victims. Recognizing the growing prevalence and serious consequences of IBA, JHF has collaborated with survivors, policymakers, and advocates to develop this analysis of existing state laws, covering both criminal penalties and civil remedies specifically designed for these offenses, including those involving rapidly evolving threats like “deepfake” images.
This report includes multiple components: the Image-Based Abuse Legislative Bulletin, an additional legislative landscape chart highlighting and comparing the most up-to-date IBA legislation as well as a document recommending needed legislative changes to address all forms of IBA.
