Steve O’Camb has been a Sexual Assault Kit Initiative (SAKI) Investigator for the Utah Department of Public Safety (DPS), State Bureau of Investigation (SBI) since 2017. He has 28 years of law enforcement experience with city, county, and state agencies. Steve began his career in 1995 at the Millard County Sheriff’s Office in Fillmore, Utah as a dispatcher, corrections officer, and patrol deputy. He then spent nearly 15 years with the West Valley City Police Department (WVPD) before retiring in 2015 as detective sergeant over the special victims unit. During his tenure, WVPD underwent unprecedented reforms in the investigation and prosecution of sex crimes. Utah DPS has been a part of SAKI since 2015, as a subgrantee in FY2015 and FY2017, and a grantee in FY2020 and FY2024. The SAKI team provides training and investigative support to the more than 150 police agencies in Utah, on 5,000 previously unsubmitted/partially tested sexual assault kits, and another 48 unsolved sexually motivated homicides. Steve coordinates Advanced DNA Testing statewide and is the site coordinator for the newest SAKI grant. He is also an instructor for the Advanced Sexual Assault Investigations course at Utah Peace Officer Standards and Training (POST) since 2018. He is a certified trauma advocate and was appointed by Governor Cox to sit on the Crime Victim Reparations and Assistance Board of Directors at the Utah Office for Victims of Crime from 2021 through 2024. At WVPD, Steve received the Utah Domestic Violence Council, Family Violence Prevention Award (2008), Investigator of Year Award (2009), Sworn Supervisor of the Year Award (2013), and Chief’s Award (2015) for outstanding contributions to the department. He earned a bachelor’s degree in Criminal Justice and Law Enforcement from Utah Valley University in 2017. At DPS, Steve has received the Crime Victim Service Award from the Utah Council on Victims of Crime (2018), an NAACP of Utah First Responder Award (2019), a DPS Medal of Excellence (2020), the Community Impact Award from SBI (2023), the Outstanding Performer Award from the Utah Cold Case Review Board (2024), and the Crime Victim Service Award from the Utah Victim Services Commission (2025).
